Web Content Management Enables Government Transparency, Participation, and Collaboration Online
The U. S Department of Health & Human Services uses Percussion Community Marketing Solution to implement President Obama’s Open Government Directive

The United States Department of Health and Human Services is using Percussion Software’s Web Content Management System and Community Marketing Solution to support President Obama’s Open Government Directive and promote transparency, participation, and collaboration online.
In January, 2009 the President issued a Memorandum on Transparency and Open Government, outlining these three principles for promoting a transparent and open government: transparency, participation, and collaboration.
Transparency promotes accountability by providing the public with information about what the government is doing. Participation allows members of the public to contribute ideas and expertise so that their government can make policies with the benefit of information that is widely dispersed in society. Collaboration improves the effectiveness of government by encouraging partnerships and cooperation within the federal government, across levels of government, and between the government and private institutions.
In December, the Director of the Open Government Initiative followed that mandate with a memorandum to the heads of all executive departments and agencies establishing a deadline for action and setting requirements for satisfying the President’s Open Government agenda. That directive required executive departments to improve the quality and transparency of government information online and include mechanisms by which members of the government can provide feedback on them.

HHS. gov/open – built using Percussion’s Community Marketing Solution – allows citizens to:
Interact with HHS officials by reading the Open HHS Blog, commenting on posts, and rating ideas and announcements. Get Involved via Facebook, Twitter, and Youtube, and view lists of official HHS handles for each social network. Stay informed by signing up to receive regular updates via RSS, or embed functionality on their own web pages using HHS widgets. Enjoy open access to HHS data and information via both downloadable and interactive data sets.
“Because the Community Marketing Solution is deployed as a part of the Web Content Management system, it allows social and user-generated content to be managed by business users at HHS and reused with the same degree of control as any other piece of web content, shared across the entire website, and even syndicated to other online channels such,” said Vern Imrich, Percussion’s Chief Technical Officer. "For the visitor, this makes social interaction a seamless experience throughout the entire HHS web presence, rather than a separate capability segregated into an enclosed or co-branded area."
Additionally, citizens visiting the Open HHS area can stay within the Department of Health & Human Services website as opposed to having to go to another website.
