S. financial aid Secretary of State Clinton pledged to rebuild Gaza will be used. Stotsky's piece points out that between 2000 to 2007 increased international aid to the Palestinians accompanied increasing instability and violence.

Last week, during her visit to Israel and the West Bank, Secretary of State Hillary Clinton announced that the U. S. would provide $900 million to help rebuild Gaza in the wake of the recent fighting (http://www. camera. org/index. asp? x_context=7&x_issue=56&x_article=1603). This is part of a 4.5 billion dollar commitment recently announced by the U. S. and E. U. at a conference in Sharm El-Sheikh. It is not clear whether this aid overlaps with the $7.4 billion the U. S., E. U. and Arab League committed at the Paris Conference in Dec. 2007. The extraordinary sum of money promised to a population that only numbers about 1.3 million in Gaza and over 2 million in the West Bank is unprecedented in a time of worldwide financial troubles. In a recent analysis (http://www. camera. org/index. asp? x_context=7&x_issue=70&x_article=1411), Senior Research Analyst Steven Stotsky of CAMERA (http://www. camera. org) (Committee for Accuracy in Middle East Reporting in America) raises questions as to how this money will be used. His piece points out that between 2000 to 2007 increased aid to the Palestinians accompanied increasing instability and violence (http://www. camera. org/index. asp? x_context=7&x_issue=56&x_article=1615).

Stotsky points out that the recent injection of U. S. and E. U. funds (http://www. camera. org/index. asp? x_context=7&x_issue=70&x_article=1394) builds upon fifteen years of generous international support that has provided over $20 billion of aid, much of it in the past few years. Since the Oslo Peace Accords were signed in 1993, residents of Gaza and the West Bank have been the beneficiaries of an extraordinarily generous outpouring of international financial support that has established the Palestinians as the world's foremost per capita recipients of foreign humanitarian assistance. In 2007 and 2008, the Israeli government also handed over hundreds of millions of dollars in taxes it had previously collected for the Palestinian Authority.

This aid represents a leap of faith, as international organizations and diplomats acknowledge that up to this point much of the aid money has been misused and diverted from its intended purpose. Nevertheless, these entities remain reluctant to study the deeper implications (http://www. camera. org/index. asp? x_context=7&x_issue=70&x_article=1418) of how such aid affects Palestinian socio-economic and political culture. Although the US and EU insist that the funds will not go to Hamas (http://www. camera. org/index. asp? x_context=7&x_issue=20), it is difficult to imagine how the terrorist organization will not benefit from the flow of funds into the territory it completely controls. But even if it does stay out of the hands of Hamas (http://www. camera. org/index. asp? x_context=7&x_issue=11&x_article=1075), the record on funding of the Fatah-led (http://www. camera. org/index. asp? x_context=7&x_issue=68) Palestinian Authority itself during the past 9 years does not inspire confidence.

"One worrisome sign was the correlation between increasing aid and escalating violence after the start of the intifada in September 2000 through the end of 2007," Stotsky asserts.

"Increased funding of the Fatah-dominated Palestinian Authority (http://www. camera. org/index. asp? x_context=7&x_issue=5&x_article=39) corresponded to increased numbers of people, both Israeli and Palestinian, killed by Palestinians. The correlation between aid and homicides during this period does not mean that foreign aid causes violence, but it does raise the possibility that the flow of funds to the Palestinian government helped fuel Palestinian violence and hindered efforts to restore calm. Perhaps aid itself does not cause violence, but there is evidence that it has historically contributed to a culture of corruption and government malfeasance that has had lethal consequences for both Israelis and Palestinians over the past decade."

Figures 1 and 2 (see attached graphs) illustrate how the number of homicides and level of donor aid correlate.

The graphs depict how increased aid accompanied an increase in the number of both Israelis and Palestinians killed by Palestinians in 2001 and 2002. After June, 2002, Israeli countermeasures against Palestinian terrorism (http://www. camera. org/index. asp? x_context=7&x_issue=11) reduced the number of Israeli dead, but rising factional and societal violence increased the number of Palestinian victims.

The correlation becomes even stronger when the amount of aid given in one year is compared to the number of murders the following year (Figure 2) raising the possibility that the aid exacerbated the violence.

How might this have occurred?

Stotsky points out the violence launched against Israel in 2000 disrupted the three main Palestinian government revenue sources--customs taxes collected by Israel, taxes on wages earned by Palestinians working in Israel, and domestic tax revenue. The international community responded to the ensuing Palestinian financial crisis by nearly doubling its aid, from $482 million in 2000 to $929 million in 2001. The increased violence also caused a change in where the money was directed. Prior to the outbreak of the second intifada, foreign aid to the Palestinians went to economic development programs. In 1999, for example, no foreign aid went into the Palestinian Authority budget; by 2001, 58 percent of it went to the government budget. In a classic example of the creation of perverse incentives, the decision to fund the government budget made the Palestinian Authority less dependent on revenue derived from commerce. Thus, while the intifada damaged the Palestinian economy, the government was sustained by foreign money, separating Palestinian governance from responsibility for the economic health of the Palestinian people.

Increased support for the Palestinian Authority led to spiraling government payrolls. From 1999 to 2007, the PA payroll increased from 98,500 to 168,319. The security services grew in parallel to this increase, rising to 78,000 in 2006 and accounting for nearly half of all government wage earners.

The World Bank recognized as early as 2003 there was a problem with how aid was used, but continued to justify the redirection of funds for emergency aid believing they had no choice if they wanted to forestall the collapse of the Palestinian government.

But an IDF report based on captured Palestinian documents estimated that the Palestinian Authority only needed 55 to 65 percent of its budget to fund legitimate government activities.

U. S. and European officials still believe that alleviating Palestinian poverty and rebuilding Gaza is critical to promoting a peaceful resolution to the conflict. The aid windfall promised at the Paris conference as well as the commitment to rebuild Gaza (http://www. camera. org/index. asp? x_context=7&x_issue=52) are intended to strengthen the Palestinians' West Bank leadership which is widely regarded as more moderate than Hamas. Nevertheless, doubts remain. Support for Hamas has only increased in the ensuing years and especially since the battle in Gaza. It is unclear how much control the West Bank leadership even has over the West Bank, while its influence in Gaza is minimal. The commander of Israeli forces in the West Bank, Major General Gadi Shamni, in 2008 told Israeli president Shimon Peres that "without the massive presence of the IDF in the West Bank, Hamas would take over the institutions and apparatuses of the Palestinian Authority within days."

Although the correlation between aid and homicides from 2000 to 2007 does not prove cause and effect or establish a definitive link, it does suggest that providing extensive aid to the Palestinian Authority runs the risk of misdirection of funds and potential waste of financial resources at a time of international financial strain and may lead to more instability rather than less. It may also reward Hamas by showing that the world will always come to the rescue of the Palestinians no matter what irresponsible actions and policies its extremist leadership undertakes.

Just a few months ago it was announced that hard rock radio legend Tawn Mastrey had to quit her job at Sirius Satellite Radio due to health issues. Tawn is suffering from Hepatitis C and is in need of a life saving liver transplant. Having found herself in the position of not having any health insurance, major Rockers from all over are coming to her aid to help raise the needed funds so that she can have this life saving transplant.

This past Saturday night, July 28th at Martini Blues in Huntington Beach a "Tribute for Tawn" took place with local metal tribute greats Metal Knights headlining a sold out show that included Masters of Reality and Lights Out as well as an all star jam at the end of the night that included Craig Goldy and Simon Wright from Dio, Tony Montana from Great White and Terry Ilous from Xyz. The show was an overwhelming success in that 100% of the door proceeds from the sold out event went to the Tawn Mastrey Supplemental Needs Trust as well as a Silent Auction and Raffle which brought in about an additional $1000 in cash for items such as a Bass signed by all members of Dio, including Ronnie James Dio and Rudy Sarzo.

The night was hosted by Knac. com on-air personality Diana Deville who got the crowd fired up between sets and informed them of how each and everyone could become an organ donor.

"Having worked in radio on air in the late 80s and early 90s I knew Tawn from that period and she was always so helpful to me that when Rudy Sarzo called to tell me of Tawn's situation and Rudy knowing what I went through I knew that I could help in some way to guide Tawn and her loving sister Cara through the medical side of things since I had been through it myself", states Robfogel. "This night of rock at Martini Blues was something that I helped put together, with the help of Jackie Davis who books the venue, and let me tell you that putting on a benefit is not an easy task. But I believe wholeheartedly in organ donation and the importance of getting the word out to help save lives. I have this past year become very involved with Donate Life America and Donate Life Rocks to help spread the word and tell people how important it is that we build up the organ donor pool in the country."

Robfogel goes on: "Tawn Mastrey is a perfect example of someone who is famous to many, but didn't have insurance and we all know that when it comes to medical care money talks in this world today. So we are doing what we can do to raise whatever we can to help Tawn right now. She needs medicines in the pre-transplant phase and certain organic foods to keep her healthy enough to withstand such a long operation. Through our show this past weekend we were able to raise well over $2000 for her and this was just a little venue. Steps are in motion to have much bigger concerts at much larger venues with big name rock n roll stars. Tawn touched and helped a lot of musicians in the hard rock scene in her time on the air, and they want to come out and play to help her now."

Through advances in genetic modification, biotechnology labs could join kennels and animal shelters as a source for the perfect pet, according to Simeon Spearman and Natalie Ambrose, analysts at the Washington, DC-based futurist research and consulting firm Social Technologies.

In a recently released report, "Wildcard--Genetically Modified Pets," Spearman explains: "Advances in genome mapping have begun to locate the source of health problems that result from pet breeding, and this knowledge could be applied by genetic engineers to avoid or fix such problems in future generations."

Researchers have also discovered the gene that governs allergen production in cats, which has led to attempts to produce genetically modified hypoallergenic cats, potentially removing a barrier to ownership for millions of people, adds Ambrose, who is currently working on a book entitled, The Future of Pets.

Novelty could also drive acceptance of genetically modified pets by producing traits that would never occur in nature, she says, and trends in personalization could further drive demand for modified pets that reflect the owner's individuality.

Drivers and Obstacles
What is driving the trend? The analysts agree it is a better understanding of animal genomes, combined with demand from wealthy consumers in Worlds 1 and 2 who are seeking status by acquiring rare animals.

"Demand for luxury pet products and services, such as organic pet food and boutique pet clothing, are also increasing, making pets into a more obvious extension of their owners' families and personalities," Spearman says. "In fact, statistics suggest the US market for pet products and services is expected to grow to $52 billion by 2009, up from $44 billion in 2006."
But there are obstacles.

"Approval of the GloFish in 2003 raised public concern over the efficacy of regulation of genetically modified organisms in the US," notes Ambrose. "This could make future regulation of new genetically modified pets more stringent, to alleviate the concerns of animal rights activists and scientists."

She also harkens back to 2005, when the Sausalito firm Genetic Savings and Clone successfully cloned the first kitten in the US. The owner was a Texas woman who paid $50,000 for the duplicate from her beloved "Nicky's" stored DNA.

"Animal rights activists were outraged at the blatant commercialism behind the firm's research, as well as the questionable ethics around cloning pets when millions of cats are abandoned or euthanized every year for want of adoption," Ambrose shares, adding that since then, GS&C has closed its doors.

Business Implications
In their conclusion, Spearman and Ambrose offer these forecasts:
Genetically modified pets may help the biotech industry if they can add a "cuddly" element to genetic science, but they could also damage public perceptions if the resulting creations are perceived as weird or cruel.

Pet food and pet product companies could position themselves as specialists in the health and lifestyle needs of these new pets.

The spread of hypoallergenic or flea-resistant pets could reduce demand for allergy and anti-flea products.

The symposium was opened by Domenico Scala, CEO of Nobel Biocare, and by Jonathan Ferencz, chairman of the scientific committee, who announced the five key educational key themes for the following three days: immediate function; soft tissue health and long-term predictability; new technologies for prosthetic success; treatment for edentulous patients; and advanced treatment planning. The format of the meeting consisted of main programs in the Grand Ballroom, along with parallel sessions, master classes and hands-on training. Between sessions, attendees were able to walk through the exhibit area and view products and demonstrations and to meet with representatives from Nobel Biocare who specialize in particular products. As a final introduction before the numerous panelists took the stage, Scala introduced a video featuring an interview with Dr. Per-Ingvar Brånemark, the originator of dental implantology who talked about how amazed he is at how far the science behind dental implants has come in the last fifty years, and how much there remains to be learned. Dr. Brånemark said cooperation between clinicians remains key to implant success, and he would like to see a closer relationship between dentists and medical doctors.“My feeling it that dentistry and medicine is healthcare, and there is no separation between them,” he said. As the day moved on to the presentations from the Global Symposium faculty it was announced that questions should be submitted via text message, and devices were handed out that allowed speakers to poll the audience about certain questions throughout the day. With these devices it was learned that 44 percent of attendees were oral surgeons or periodontists, 23 percent were general practitioners, 17 percent were prosthodontists, 10 percent lab technicians, with the remaining 6 percent falling into other categories.

Attendees at the meeting also had the opportunity to visit the training and manufacturing plant in Mahwah, NJ, USA, where assembly lines are capable of producing crowns 24 hours a day. (The company also operates two other such facilities, in Stockholm and Tokyo.) Attendees at the site visit were able to learn from the assembled global brain trust behind NobelProcera, witness the assembly process—and even use the software to design an actual crown and send it into production. Participants used optical scanners featuring conoscopic holography technology to input an image of a tooth impression. Then, using software installed on laptop computers, participants learned how to create a file for a crown. The software was so easy to learn that attendees were able to get up and running in minutes. Files were then sent to the production facility in the adjoining room. It was a rare opportunity for meeting attendees to observe first hand the manufacturing process itself. Results of an international study, to be published in next weekÂ’s prestigious medical journal, The Lancet, took researchers by surprise by rating stress above lack of exercise as a risk factor for heart disease. But an innovative distance learning training program for personal coaches, corporate trainers and health professionals aims to change the odds.

Ellen Britt, PA, Ed. D., co-founder of Primal Waters and director of the company’s distance learning division, launched the program, Stress Resiliency Coaching™, this June, with the initial class attracting coaches, healthcare providers and human resource professionals from the U. S., Canada, the U. K. and Ireland. The second vanguard class begins on September 22, 2004.

Britt, a former physician assistant with over twenty years experience in urgent care, emergency and occupational medicine, created the program after colleagues complained that quality training programs in stress management were nearly nonexistent. “Stress has become such a pervasive part of all our lives, especially after the tragic events of 9-11, that many of us just tend to accept it as something that we really can’t do anything about,” states Britt.

“Stress has been implicated in everything from heart disease to diabetes, obesity and chronic pain and even effects a woman’s ability to conceive. In addition, stress takes a huge toll on the nation’s economy, with U. S. business losing a staggering 30 billion dollars a year resulting from stress related absences and decreased productivity.”

But as Dr. Britt has noted, quality training programs are almost impossible to find and although most coaches and trainers use some stress management skills in their work, few have had any formal training in this area. In addition, many stress management programs try to teach a complex subject in just a few hours, or days at best, relying on an old philosophy and on outdated methods of instruction.

“Stress management is dead,” states Britt. “The old idea of managing stress is just not realistic. The reality is, that for the most part, we simply cannot control the events that are happening around us. What we can control is our reaction to those events.”
