1. Don't take it personally. A recent study published in the Archives of Dermatology reveals that non-melanoma skin cancer has steadily increased since the 1990’s, becoming the most common form of cancer and affecting more people than all other cancers combined. With the sunny days of summer just around the corner, dermatologists are reminding patients to make sunscreen a key component of skin care. Indiana dermatologist Dr. Donna Ward says that, like all other pleasures that are hazardous to our health, the sun needs to be enjoyed in moderation and with good judgment.

"I'm currently treating patients, some of whom are 20 and 30 years old, for various forms of skin cancer, including melanoma, basal cell and squamous cell."

Serious sunburns and accumulated sun exposure are the main culprits causing skin cancer. Dr. Ward and her associates at Dermatology and Cosmetic Specialists say people are simply not protecting themselves like they should. The use of sunscreen, protective clothing and hats is key to preventing harmful exposure to the sun. And, while the use of sunscreen may seem to be the obvious answer to sun protection, Dr. Ward says people don't use it correctly or often enough.

“The use of sunscreen needs to be a daily ritual," explains Dr. Ward. "It cannot be brought out just for vacations. People tend to remember sunscreen for leisure activities and forget about it for everyday activities and work. Sunscreen needs to be applied every day and, if necessary, several times throughout the day. However," she adds, "the sun can't take all the blame for skin cancers. Tanning beds are always a bad idea."

In addition to protection, early detection is the key to minimizing the risk of skin cancer. Perform a monthly “mole patrol” and look for new or abnormal brown-colored spots. If an abnormal spot is found, speak to your dermatologist about it. By using common sense, sunscreen and protective clothing, most people can safely work and play outdoors without worrying too much about skin cancer. If you do notice a mole that differs from others or a spot on the skin changes, promptly contact a dermatologist.

"I encourage my patients to check their skin regularly for suspicious moles and, whenever they have a concern, to come in and see me," says Dr. Ward. "With early detection and treatment, skin cancer has a high cure rate. And, if patients visit me for a skin cancer check and want to talk about how to reduce the signs of aging, we can talk about that, too. As dermatologists, we need to work on keeping people healthy, but also happy with their appearance."

The Longmont Area Economic Council has released its 2004 Existing Industry Report, a survey of Longmont's industrial base of 235 primary employers that provide more than 13,000 jobs, with 169 (72 percent) of the companies located in Boulder County, and 68 (28 percent) located in Weld County.

The Longmont Area Economic Council has released its 2004 Existing Industry Report, a survey of Longmont's industrial base of 235 primary employers that provide more than 13,000 jobs, with 169 (72 percent) of the companies located in Boulder County, and 68 (28 percent) located in Weld County.

"This is an annual project we are particularly proud of," notes John Cody, CED, president and CEO of the Longmont Area Economic Council. "We've been doing this longer than most of the communities in Colorado, and thanks to an outstanding group of volunteers, we survey more companies, and get a larger response rate in a shorter time, than any other participating community."

Survey results indicate the potential for 1,358 new jobs, $95.6 million in capital investment and use of more than 941,000 additional square feet of space over the next three years. The technology sector accounts for 76 percent of the estimated new investment. The percentage of companies planning growth (56%) is the highest it has been in five years.

LAEC's Existing Industry committee is made up of 22 volunteers from the Longmont business community who contact primary employers, alert them to the pending survey, and encourage them to respond. The committee was able to contact 220 out of 235 primary employers in the region, a 94 percent contact rate, resulting in 150 companies that responded to the survey, a 64 percent response rate.

A new tool this year that helped in the creation of the report is the purchase of a new software program called Synchronist, which analyzes collected data in a variety of ways and allows improved data analysis. Information in the report is based on data collected via direct answers, analysis and comparisons made from extracted data, as well as background and historical information. LAEC's staff also follows up with companies seeking to expand operations or that may be facing issues that may put them at risk.

The report is an integral part of keeping LAEC informed about the activities of Longmont-area primary employers. It demonstrates the community's interest in existing industry, helps define needs and concerns to be addressed, helps determine the health of the area's industrial base and individual companies, and tries to assess the opportunities and risks for keeping and growing them.

East Bay native and environmentalist Sharon Fuller was honored by Lieutenant Governor Cruz M. Bustamante as California's 14th Assembly District's "Woman of the Year" during an awards ceremony at the State Capitol in Sacramento last Monday. Assemblywoman Loni Hancock, who represents the East Bay in the State Assembly, nominated Fuller for this special commendation for her achievements and community service resulting from her ongoing youth advocacy in the community and her work as the founder and director of the MaÂ’at Youth Academy (MYA). MYA is a community-based environmental organization in Richmond dedicated to a safer, cleaner, healthier environment for children and youth which ultimately seeks to build community capacity in communities of color and low-income areas to significantly reduce public exposure to environmental hazards.

Assemblywoman Hancock commented, "I was very pleased to select Sharon Fuller as my nominee for Woman of the Year. She stands out as a unique educator because her innovative program accomplishes so many different things. Not only is she training the next generation to help make our communities healthier and safer, but she is also ensuring that more of our urban youth finish high school well-prepared for college level science and math courses. Her students gain a full appreciation for the complex environmental issues low-income areas and communities of color face and she empowers them with the knowledge to create solutions."

In response to receiving this coveted award, Fuller remarked “I am extremely honored by this award and appreciative of the recognition of my efforts and environmental education and advocacy programs that, in concert with environmental initiatives championed by Assemblymember Loni Hancock, strive to improve the quality of life in all communities.”

Currently under Fuller’s direction, MYA high school interns are conducting the Fish Consumption Study for Women and Children designed to investigate the health effects of consuming San Francisco Bay fish contaminated with elevated levels of methlymercury. According to Fuller, "While environmentally-related illnesses are increasing, the harmful physical and mental effects of these illnesses are often overlooked in discussions on education and social inequality. A correlation between developmental problems and where a child lives, learns and plays does exist and exposure to mercury, a neurotoxin, is a major concern for our community which has a large subsistence fishing population.”

Established by Fuller in 1994, MYA helps empower communities by actively involving youth and residents in local investigations and community workshops, developing and disseminating culturally relevant educational material, and partnering with school district, universities, governmental agencies, community-based organizations and residents. This nationally recognized Academy brings curricula that focus on urban ecology and environmental health to public schools in communities of color and low-income areas throughout Contra Costa and Alameda counties. As part of its mission, MYA links urban high school students to hands-on environmental education and community action.

Fuller, a life-long resident of Richmond, earned a B. S. degree in Conservation and Resource Studies from UC Berkeley and a M. S. degree in Environmental Education from CSU Hayward. She is a Contra Costa County Hazardous Materials Commissioner and a member of the Point Molate Restoration Advisory Board. Fuller dedicates her award in memory of her mother Dolores S. Jackson, a retiree from the West Contra Costa Unified School District, who devoted her life to ensuring all children have access to quality education.

Some important tax law changes for 2003 that you should be aware of.

INDIVIDUALS

The standard mileage rate for 2003 decreases from 36.5 cents per mile in 2002 to 36 cents for business miles driven and from 13 cents to 12 cents per mile for medical reasons. You should keep alog of miles driven and purpose for your records so that you can take advantage of this deduction.

You can deduct 100% of your self-employment health insurance premiums for 2003. In 2002 you were able to deduct 70% of the premium.

Child and dependent care credit changes take effect in 2003 as follows:

 The credit can be as much as 35% of qualifying expenses  The maximum adjusted gross income amount to qualify for the highest rate increases from $10,000 to $15,000.  The limit on qualifying expenses increases to $3,000 for one qualifying individual and $6,000 for two or more qualifying individuals.

BUSINESSES

For 2003 you can deduct up to $25,000 under Section 179 for capital assets purchased in 2003.

For tax years beginning in 2002 the minimum NJ Corporation Business Tax for all domestic and foreign corporations(including S corporations) is $500.
